I've used both Google Docs and Spreadsheets and, while they're thin on features, they're adequate for ordinary work. I wouldn't do an entire book using just Google Docs. I might write single chapters or even sections, and give my editor access to it. Or, I might be the editor given access by a writer using Google Docs. When it comes time to create the book, I'd download all sections and string them together with an OpenOffice.org Writer master document.
